1. General Provisions
1.1. This Consent defines the terms of processing of personal data of an individual who sends an enquiry by means of the form on the energystate.ru website.
1.2. The operator of personal data is the National Energy Security Fund (NESF), a limited liability company, PSRN 1057749192270, INN 7701630081, address: 8 bldg. 1, Sadovaya-Chernogryazskaya St., Moscow, 107078, Russia (floor 3, rooms 20, 21), e-mail: projects@energystate.ru.
1.3. The personal data subject decides freely, of his or her own will and in his or her own interest, to provide personal data, and gives the Operator specific, explicit, informed, conscious and unambiguous consent to their processing in accordance with Article 9 of Federal Law No. 152-FZ of 27.07.2006 "On Personal Data".
1.4. The consent is given separately from any other information and documents by means of a separate affirmative action performed by the subject before submitting the form on the website. Such action must allow the Operator to confirm the fact of receipt of the consent.
2. Purpose of Personal Data Processing
2.1. Personal data are processed exclusively for the purposes of receiving and reviewing the enquiry, preparing and sending a reply, and maintaining feedback with the subject on the matters contained in the enquiry.
2.2. This Consent is not a consent to receive advertising messages and does not give the Operator the right to use personal data for promoting goods, works or services by direct contacts with the subject. For such processing, if it is carried out, a separate prior consent is required.
3. List of Personal Data
3.1. Under this Consent the Operator may process the following personal data: the information that the subject enters himself or herself in the "Subject" and "Message" fields of the contact form, including surname, first name, patronymic, telephone number, e-mail address and other personal data, if the subject includes them in the text of the enquiry on his or her own; the IP address of the device and the User Agent information transmitted when the form is submitted.
3.2. The contact form is not intended for sending special categories of personal data provided for by Article 10 of Federal Law No. 152-FZ of 27.07.2006 or biometric personal data provided for by Article 11 of the said Federal Law. The subject should not indicate such information in the enquiry unless its provision has been expressly requested by the Operator on a statutory basis.
3.3. The Operator processes only those personal data that are necessary to achieve the purpose specified in clause 2.1 of this Consent and does not allow excessive processing thereof.
4. Actions with Personal Data and Methods of Processing
4.1. The Operator may perform the following actions with personal data: collection, recording, systematization, accumulation, storage, refinement, retrieval, use, provision of access to persons performing processing upon the Operator's instruction, blocking, deletion and destruction.
4.2. The processing is carried out with the use of automation tools and without the use of such tools, that is, by a mixed method, to the extent necessary to achieve the purpose of processing.
4.3. The Operator may entrust the processing of personal data to persons ensuring the operation of the website, hosting, e-mail and the Operator's information systems, provided that the statutory grounds exist and a contract meeting the requirements of Part 3 of Article 6 of Federal Law No. 152-FZ of 27.07.2006 has been concluded.
5. Validity of the Consent and Term of Processing
5.1. The consent is valid from the moment it is given until the processing purpose specified in clause 2.1 of this Consent is achieved, or until it is withdrawn by the subject, unless another ground for processing is established by the legislation of the Russian Federation.
5.2. After the review of the enquiry and the necessary correspondence have been completed, the Operator ceases the processing of personal data and destroys them within a period not exceeding 30 calendar days from the date on which the processing purpose is achieved, unless otherwise provided by the legislation of the Russian Federation, a contract or another agreement with the personal data subject, and unless other lawful grounds for further processing exist.
6. Withdrawal of the Consent
6.1. The subject may withdraw this consent at any time by sending a communication to the Operator at the e-mail address projects@energystate.ru or to the Operator's postal address specified in clause 1.2 of this Consent.
6.2. The withdrawal communication must allow the subject and the substance of his or her request to be determined to the extent necessary for its consideration.
6.3. After the withdrawal is received, the Operator ceases the processing of personal data based on this Consent and, if the retention of personal data is no longer required for the processing purposes, destroys them within a period not exceeding 30 calendar days from the date the withdrawal is received, unless the legislation of the Russian Federation provides grounds for continuing the processing without the subject's consent.
7. Other Provisions
7.1. Before the consent is given, the subject must be given the opportunity to review this Consent and the Personal Data Processing Policy of the National Energy Security Fund (NESF) posted on the energystate.ru website.
7.2. The Operator must ensure the possibility to confirm the fact of receipt of this consent in accordance with Part 3 of Article 9 of Federal Law No. 152-FZ of 27.07.2006.
7.3. When collecting personal data of citizens of the Russian Federation by means of the Internet, the Operator complies with the requirements of Part 5 of Article 18 of Federal Law No. 152-FZ of 27.07.2006.
7.4. Matters not regulated by this Consent are governed by the legislation of the Russian Federation and the Personal Data Processing Policy of the National Energy Security Fund (NESF).
7.5. This Consent is a translation of the Russian-language original. In case of any discrepancies between this translation and the Russian version, the Russian version shall prevail.
There has been much discussion about how Russia – Europe’s biggest gas supplier – can continue to supply gas to Europe over the coming decades in the most secure and cost efficient way.
