Main tendencies of political week

State authorities made an attempt to give a new impetus to the discussion of modernization. In particular, the president chaired meetings devoted to the telecom and defense sectors’ development while Vladislav Surkov, the first deputy head of the presidential administration, had an interview with Itogi. Increased activities of state authorities are linked to the completion of the first stage of the discussion – all five directions identified by the president have been debated. Thus, currently there is a what-to-do-next question on the agenda. Vladislav Surkov proposed to separate the notions of modernization, which is a purely technical process, and innovation society, whose creation is the task of the Russian leadership. This should lead to social changes making it possible to actively introduce innovative developments.

The intensity of the informational game against Vladimir Putin and pressure on the ruling tandem did not decline. Interpretations of sociological survey data were in fact provocations against the premier. In particular, the poll data was used to state that the population evaluated the work of his Cabinet as satisfactory and that more and more respondents did not consider Medvedev to be a member of Putin’s team. At the same time, Vladimir Putin’s intensified media activities were interpreted as the beginning of his campaign for returning to the Kremlin in 2012.

The attack on state corporations continued with authorities passing from words to concrete actions. A bill obliging state corporations to annually report to the Federal Assembly was submitted to the State Duma. Currently such accountability is not stipulated. It is symbolic that UR deputies made this step on the eve of promulgation of the results of audit of corporations’ activities tentatively scheduled for November 10. The latest events confirm a version that a mild form of attack on state corporations was chosen. In the end, it will lead to the loss of their main competitive advantage - the actual lack of any control by state authorities and the public.

Finally, there was some revival on the right wing of the non-systemic opposition as their representatives wanted to get their revenge for the split into “the moderate” and “the irreconcilable”. Their attempt to hold a prohibited rally at Triumfalnaya Square in Moscow finished as expected – almost all participants were detained by the police. It should be noted that despite a seeming harmlessness of such actions, state authorities will keep toughly responding to them. Otherwise, the discontented will try to use representatives of the elite in their conflicts, which is fraught with serious risks for the whole political system.
