Ukraine demands concessions from Russia on Gazprom's GTS

In the course of another round of Russian-Ukrainian consultations (the 7th Ukrainian-Russian Economic Forum with participation of Dmitry Medvedev and Viktor Yanukovich) the Ukrainian side (at first represented by businessmen and then by energy minister Yury Boiko) put forward new demands to Russia. Kit was suggested to grant Naftogaz the right to use Russia's gas transportation system to freely transit Central Asian gas through Russia to Ukraine.

The situation is explained very simply. Kiev is not ready to give Ukraine's GTS to Gazprom because retaining GTS as Ukraine's property long ago became the symbol of the country's independence and part of its elites' mythologized consciousness. Moreover, there are rational reasons concerning relative complexity of transfer of Ukraine's GTS to Russia - any Ukrainian politician (after being accused of "betraying national interests") will lose not only his/her electorate but also the last argument for the energy and political bargain with Moscow. Reasons about the lack of the demand for Ukraine's GTS after completing South Stream do not influence Ukrainian elites - from their point of view developments in the sphere of politics and energy sector are too dynamic to plan their activities taking into account long-term prospects in five to ten years (the time necessary to launch South Stream).

Nevertheless, due to the logic of the new Ukrainian-Russian "friendship" there is a high possibility that Russia will build South Stream and invest some money in Ukraine's GTS (either through some new consortium or some JV). Although everybody understands that simultaneously these two big gas transportation systems are not necessary. Yet, the force of "Slavic brotherhood" coupled with the interests of pipeline contractors interested in maximally broad pipe construction prevails. In this case the retained and repaired GTS will need guarantees of being loaded. This is why there are proposals to give Central Asian suppliers the right to direct transit their gas via Russia to Ukraine.

Thus, in fact Russia is offered to ensure filling in of Ukraine's GTS even after launching South Stream, with the Ukrainian system not belonging to Russia.
